S-tier

Scissors / bolt cutters. Cut interior and exterior fence. Quiet. Later, they are the non-UFO exit from the White Tree pen. A ramp-side building is a known outside spawn.

Hammer. Yard benches. Toilet tunnels. The most taught solo route. Equip late so you stay off the hostile radar.

Keycard. Guard drop (chance) or rare gift spawn. Opens police doors and factory. Also the input for a Taser at the tree. Do not pray it away if you still need a door.

A-tier

Screwdriver. Cell vents. First chapter in escape videos. Slightly more animation-locked than scissors, still solo.

Holy Bible. Input for Holy Cross (two players) and old factory-door lore. Spawns got rarer; may be private-server only. Still A when it exists.

B-tier

Taser (as a tool). Stuns. Better as a gun on the other list, but criminals who converted a card should treat it as utility.

Handcuffs / riot shield. Guard identity. Shield is Swat-pass loot. Cuffs only matter if you play the guard kit honestly.

Medkit. Armory first-aid in the official thumbnail. Saves a raid, does not open a wall.

C-tier

Apple / mango / cola / cheese. Tree tests and hunger RP. Flashlight, chef hat, cap: identity, not escapes.

How to pick one

If the yard is open, Hammer. If you see a fence and a cutter, Scissors. If a cop just dropped, Keycard. If you are already outside, UFO then tree. No codes spawn a screwdriver. One-tool nights versus two-tool nights

One-tool night: Hammer only, toilet only, log out after Escaped. Fine for a first badge. Two-tool night: Scissors in the pocket before you smash, so a camped bathroom is not a wipe.
